expiration date

"In my state, I think there's pretty strong support for protecting civil liberties during times of war and peace." - Sen John Sununu commenting about his opposition to the Patriot act which was blocked in the Senate today. Does this mean our civil rights will renew when the Patriot Act expires? Is this automatic or do I need to file paperwork somewhere?
